2.5 year old boy who can use the potty but doesn't

So my 2.5 boy can use the potty - when we are home and he has no nappy/pants on, he will use the potty (both wee and poo), without being prompted.

But as soon as he has anything on his lower half (nappy, pull up, pants, trousers, etc), it all goes out the window.

Any suggestions to get him using it more consistently and not just when naked?

Maybe because he's had a lot of his life being told not to get undressed and/or he struggles with the coordination and dexterity necessary to take his lower clothes off on a timely fashion. Maybe although he can strip just fine,he hasn't connected that he can get himself to naked to use the potty himself. He knows he can get naked. He knows he can use the potty when he is naked. But connecting those 2 things hasn't quite happened yet.

He's just not fully ready, doesn't have the full feeling of when he needs the toilet. That's not a problem just back to nappies until he can
