3 yr old; takes himself to potty but pants/trousers ALWAYS wet - help!

Hi. We've been potty training since August. My DS is fine with poos (straight into the potty every time) but wees are a totally different matter. He takes himself to the potty but only after he's wet his pants (and sometimes his trousers) first. What do I do? No idea whether he's responding late to the urge to go to the loo, or is just realising that he's wet and then going to the potty to finish off. He doesn't wear nappies during the day at all now, but I do a lot of washing! I've also tried to stop with the nagging reminding, but I do have a rule that we all go for a wee before we go out somewhere. I'm also using chocolate buttons as a reward, but am thinking of not giving him them unless the pants are dry as well. Any advice anyone? Thanks in advance :o)
