Neocate Lcp - how to make?

As above really, please can someone advise me how to make this up. We have gone from cow and gate, nutramigen, sma althera and now neocate for our 5 week old dd and I cannot work out how to prepare the neocate. Can we use perfect prep machine? It states to not use boiling water but then says the formula is not sterile
