7 month old routine

I'm really struggling to get my son in to a routine. My older two kind of found their own routine but I was a SAHM then so perhaps it was easier.
I work 3
mornings a week now and just can't get him in to a routine. He sleeps when he wants, no set time and still only naps on me.
I try to keep meal times the same and he has a bedtime routine but it rarely ends up with him sleeping. Again either me or my husband cuddle him to sleep and then put him in his cot as he won't settle otherwise.
I'd like for him to sleep independently as I have piles of washing /ironing to do, cleaning rarely gets done and meals are late.
I struggle to get out with him because it's cold and I think he's a bit young for parks etc plus if he sleeps in the morning we just don't go out (on days I'm not working).
Can you give me an idea of your daily routine? If you do chores do you just let your baby cry as long as you know they are safe? Do you go out even when it's so miserable?

Also even though he's 7 months my husband won't let me put him in his own room which is all ready for him. Every time I suggest it my husband sighs and reminds me he's a baby. I don't remember him being like that with our older two.
I think he might sleep better but my husband is so against it.
