Dairy issue or something else?

Sorry if this is long but I'm hoping someone can advise
My son is 9 weeks old (Aptamil formula fed) and for the past 3 weeks he's had really loose poos - every single one leaks out of his nappy if we don't manage to get him on to the changing mat the instant he goes (and sometimes it still happens even if we do). He usually goes once a day, occasionally twice but that's it. He's gaining weight well and doesn't seem to be distressed in any way, generally he's a really happy smiley little boy. Brings up a little milk after feeds but nothing major. He has also developed extremely dry skin on his arms which I think seems to be like eczema - I mentioned all of this to GP at his 8 week check and she seemed unconcerned, just prescribed some epimax cream for his arms.
I also spoke to the HV this week and mentioned my concerns (more so because I have a dairy intolerance so I'm concerned that's what's he has) but again she wasn't worried, said as long as he was gaining weight, wasn't distressed with his feeds or in pain and the poo wasn't green or foul smelling then it was unlikely to be a dairy allergy and that she didn't advise changing formula brands.

Surely this isn't normal though? It's bearable at the moment given we're stuck at home all the time but what do we do when it comes time that we can go out again? I'm going to need shares in stain remover if things continue like this ☹️
