pass the parcel will work well across that age group

balloons - just let them play catch etc - just need to make sure the older ones don't start bursting them!

a simple art and craft thing - involving stickers for younger ones. for dd1's 3rd birthday I'm going to buy mugs and stickers as well as porcalien (spelling?)pens from Baker Ross and let them decorate their own mugs - this will then be their party bag with a slice of cake.

we're also be playing the butterfly game -elefun

serve food in boxes (a good cakeshop will sell these cheaper than from a party shop) - all prepared and in box beforehand with fruitshoots and no mess to clear up afterwards!
