New toddler/pre school age groups

I am hoping to start up some groups in my local area for under 5's. I have over 8 years experience of working with children and families and currently run groups as an employee for my local council.

Can anybody give me any advice on the regulations or legislation side of things? I have a degree in Childhood studies, a current CRB and first aid qualification. What else would I need to set up and run a regular group, for example, do I need to be registered with the local authority or ofsted?

Also if anyone has any ideas of what groups they have been to and enjoyed or what they would like to see more of? My favorites are Messy play and soft play sessions -what do people think?
