Please can someon explain a referendum to me?

It is like an election in that everybody gets a chance to vote but it is on a single issue (e.g whether or not we should change the voting system) and it doesn't change the party or parties in government.

If there are enough 'yes' votes, that option is adopted so if more than 50% of the people voting, vote for electoral reform, it will happen.
