Clegg and tax, can someone explain how it would help lower income families

Clegg wants to increase the tax threshold to 10K. I do not see how this will help lower income families.
They will just get less in tax credits, housing benefit etc...
The only famlilies it WILL benefit are middle class families where say one parent works full time, they do not qualify for tax credits and the second partner wants to work and benefits from a big tax break.
This pollicy will not help lower income famlies but middle income families (like me).

fine as a policy but don't sell it as helping the lower paid, bit questionable though when country needs to really target what help we can give to those that really need it and those services we cannot do without.

When I say fine as a policy, I mean if that is what Clegg wants to target help to middle income families (but why?) but I don't think it is sensible. It is bananas, but perhaps appeals to those who vote lib dem, thier incoem bracket?.
