Is this a good move or a gimmick?

You don’t think 2 offices can be called decentralisation. Do you think that’s the whole policy? Are you seriously suggesting AB is going to go, “2 offices sorted that issue out”. Clearly, it’s a symbolic start to more decentralisation. Manchester is a starting point and AB has said he wants every postcode to benefit.
Most countries do have a capital city but they also have other centres of power. In the US Washington is the political capital and NYC is the financial capital, that’s not an accident. Lots of countries have federal systems of government with regional seats of power. The level of centralisation in the U.K. is actually unusual.
Every country is not run like the U.K. far from it in fact. Open your mind.
