I found that quite complicated to read but are they saying that a complaint is made against an individual, that individual is not named and the complainant can't name them. The individual is then investigated and, if appropriate, punished, all without it being revealed to the public. And the complainants are forced to sign a confidentiality agreement,
so the guilty party is never named, in order to leave with pay/compensation.
I might have misunderstood, though. I couldn't take on board the stuff about the difference between Starmers ndas and previous confidentiality clauses.
