Is politics this bad everywhere?

Just watching the video from parliament that's doing the rounds - if you haven't seen it, it's basically the speaker of the house shouting to be heard over a load of shouting and jeering MPs. Every time I watch PMQs (or anything from parliament) I'm astonished at the behaviour - shouting, jeering, mocking etc.

I was talking to DH about this and he said "That's just how politics works". But is it really? Do other countries generally have MPs (or their equivalents) shouting over each other, booing and generally behaving like this?

I so wish you could appreciate how lucky you are. I watched a bit of the parliamentary shouting, and thought: God, how wonderful that everyone is encouraged to be so outspoken, and how wonderful that so many are so eloquent - and if only America had a system where politicians could have been brazenly accusatory to President Trump's face, perhaps we wouldn't have gotten into such a awful situation.
