PM announcing new policies is his paid for newspaper coloumn

Can someone explain to me why it’s acceptable/allowed for the PM to use his current position to not only continue his ‘journalism’ but to also make government policy announcements. I’m trying to understand but it doesn’t make any sense to me.

Why wouldn't it be

Does he still get paid to write a column? Yeah that's not right.

Some 20% of MPs have paid other jobs.
