Self employed government grant

I'm unsure if my husband qualifies as I read on the website that :

Those who pay themselves a salary and dividends through their own company are not covered by the scheme but will be covered for their salary by the Coronavirus Job Retention Scheme if they are operating PAYE schemes.

My husband pays himself dividends as well as a salary. We needed to sort our mortgage out therefore he needed payslips. I don't understand why this is an issue. How do you self employed people pay yourselves?

When I was self-employed, all incomings and outgoings just went through my own bank account. Most of the time, more came in than went out. I spent it.

When you do the self-employed element of the tax return, you pu the figures in there. Totall business receipts less total allowable expenses is your profit. That's what they tax you on.

I was talking to a local builder on the phone and he was in shock, the government money is based on what he reported to HMRC.
