Why different rules in different English council areas?

How come some councils demanded ID, some your polling card, some nothing?

How is that legal? Why isn't that standardised?

According to the BBC, 10 councils were trailing the use of voter ID.

It is hoped this will reduce fraud.

But I thought most fraud was misuse of postal votes, nit impersonation at the polling station, so it seems set to be an embuggeration for very little outcome.
