Why do the least well off still have the highest tax rate in the UK?

The latest data on household incomes and tax paid produced by the ONS has been neatly summarised in the Independent this morning and I am going to use their graphs here to summarise the message.

There are loads of throwaway comments whenever taxes are mentioned that the richest of us will just go somewhere else if rates are raised. In truth, UK tax rates are at the lower end of the spectrum en.wikipedia.org/wiki/List_of_countries_by_tax_rates especially for Western countries. I mean, you could always move to Saudi Arabia if you want to pay less tax Hmm. The US, for example, has far higher CT rates but we don't see a lack of big companies over there. Wouldn't be surprised if another couple of % on CT would be accepted here, given all the infrastructure already in place.
