Is the government guilty of negligence by failing to protect us from Human BSE in 2011?

As we know infected beef was allowed into the food and medicine chain by the then ministers responsible for protecting our health. Many innocent people have died from human BSE as a result of these ministers negligence and nobody has been held accountable for the unlawful deaths to date.
Even today you can go into hospital receive a blood transfusion or come into contact with stainless steel surgical instruments which may be infected with rogue prions and never know if you have been exposed to CJD/vCJD/nvCJD, my view is that our government are continuing to expose the UK population to this incurable lethal disease they are failing to screen/filter blood for Human BSE and they are failing to de-contaminate surgical instruments even though the technology is available, is this negligence and are the deaths from this unlawful?
