making DLA benefits so difficult for the disabled

For the past 18 months we have been trying to get our dd's DLA, she was in receipt of this benefit until 2009, in January 2009 she had a review and then in the september 2009 she was denid nothing has changed except she now has been diagnosied with form of epelepsy.

The DWP turned her down and we asked for a EMH - retired GP, he claimed 30mins for a visit and actually spent a max of 10 mins in the house and 2-3mins with dd then wrote his report.

She suffers with Asthma, exczema, gluten and lactose intolerance and behavioural problems and is emotionally aged 3 actual age 7 and vascular motor cyinosis now this latest a form of epelepsy, and sleeps for 4hrs a night

she has been violent towards us and others, has major screeming fits damages anything in her way this very nice old GP wrote that she didnt damage thing and was not violent, and that she was not a danger to herself or others. The evidence from a report which was written about the family as a whole showed otherwise and we had only given them the evidence which was relevent about dd, NO today they wanted the report which is about all the family, we were interigated for 1hr 30mins on how many inhalers she had had to take in 2009 and how many accidents she had in 2009 - 18 months later, I cant remember sometimes if I have fed the dog so how anyone can remember the exact number of inhalers.

we appealed and had the decision that she is "a naughty child". again we appealed and it has just been heard again today and guess what having waited 18 months that she needs the same amount of care as a normal child of her age BUT we should re-apply.

They refused to look at the behavioural and others conditions except the asthma and exczema, even though they have it on the form.

We try to treat her as a normal child who needs more help and care than a normal child, we dont beleive that they looked at what help the child needs but at the cost of how much they DWP would have to pay todate, I dont get any restbite care and having asked help from the Disablility ministers get no response at all, please can I ask who this DLA Benefit is for if not for people who have health problems and need extra help and care.

Sorry this is so long but I feel that this discion was made after the counrty went in to recession and she has been hit by this, how CAN THIS BE FAIR
