Portable Child Benefit, is this going to be axed?

All this talk in the news about means testing the child benefit in this country, is this likely to affect the "Portable Child Benefit" which is going to children who live in other European countries but whose parents are "looking" for work in the UK?
Someone told me recently that they knew people from an EU country that claimed this portable child benefit but did'nt have any children? Maybe it is just to complicated for our authorities to check who is telling the truth, I wonder how they can claim for non-existing children?
According to the Daily Mail some time ago we are spending over £20 million on Portable Child Benefits (shock)

Unfortunately discussion points tend to fall at the first fence when the words 'according to the Daily Mail' are added. A newspaper with such a pronounced xenophobic strek rarely has a good word to be said about foreigners generally. I'm sure all rules on benefits are being closely examined in the quest to save money. And, for the same reason, I'm sure that fraud (such as claiming for non-existent children) is also in the government's sights.
