Who should I contact about neighbour's cats left alone?

We live in a terrace house.My Neighbour next door, he appears to have left the property.I have not seen or heard him for 3- 4 weeks.The problem is he has 2 cats.The daughter aged 14-16 visits now & then.But we have not seen or heard her either for at least 2 weeks.The 2 cats are left alone in the house.The window has been left slightly open so they can get out into the roof.The older cat,looks like it's escaped.The younger one is nervous comes out & meows non stop.We have thrown ham & cat biscuits onto the roof as he is starving.He can not get off the roof,unless we help him.We thought we would wait to see if the owner or daughter reappear,but no sign of either. Who would be the best point of contact in this very sad situation?

Can you help him off the roof and look after for him for now until you contact the RSPCA and/or a rescue?

I saw an ironing board used as a ladder when a dcat was stuck on a roof

Really hoping you can get to him (and the other one if they are around). This is really such a horrid situation, they must be hungry and terrified. Thank you for looking out for them @Bulldog01
