What is unconscious bullying? Surely bullying is a deliberate targeting of someone to intimidate and harass?

This appears to be a petition to end bullying in schools 'nationwide' in the US, but this is largely a UK-based forum.

Most schools, certainly in the UK, already have anti bullying programmes.

We don’t have school boards.

unconscious bias no doubtedly exists but for bullying schools generally have robust policies for all forms of bullying.
