It's no defence, but that reads to me like it originally said "the thief drove off..." and then someone dropped in the other phrase without reading the whole sentence back.
Still.

On 'Have I Got News For You' this week they quoted on their 'cards' things that pop up when they're reading a story that an MP has claimed for new pull-chords for his bathroom lights
