Should 'up to $220 billion worth of minerals' have a hyphen or apostrophe or OK as is? Stumped, thanks!

Well read it out loud - because you've used a dollar sign you are saying "220 billion dollars worth".

I wouldn't put in an apostrophe, but if it isn't looking right to you then I'd write out dollars instead of using the sign.

I would rephrase it to "minerals worth up to $220 billion"
