Or

To whom it may concern

?? Have Googled, but can find instances of both. Does anyone know whether or not to capitalise all the words?

TIA!

Obviously my title should have read

"To Whom It May Concern..."

Any clever grammatical geniuses around, please?

I'd go without caps if I were you.

"To whom it may concern" - unless it's the title at the top of something like a notice, when I might be tempted by the captials (though actually it's probably wrong to have capitals there too)

wouldn't use the caps except at the beginning
