?? Have Googled, but can find instances of both. Does anyone know whether or not to capitalise all the words?

"To Whom It May Concern..."

"To whom it may concern" - unless it's the title at the top of something like a notice, when I might be tempted by the captials (though actually it's probably wrong to have capitals there too)
