Those NHS ads - "I will choose" etc

"I will choose a hospital near my home" and all those others on buses, billboards etc.

Just doesn't sound right - "I will". Surely "I want to"?

Not paid any attention to ads.
But doesn't 'I want to' suggest that 'I may not be able to.
'I will' suggests that its going to happen...
(apols for grammar etc....)

I can see the difference, but it seems an odd way of saying it.
