Doesn't it just mean "tell us too, to avoid a penalty" or "tell us as well to avoid a penalty"? I agree it's rather clumsy but I'm not sure it's wrong.

They could stick a comma in after the too, to avoid these sorts of situations.

I think it’s linked to an Ad where a girl is telling a friend her boyfriend has invited her to move in with him which explains the ‘Tell us too’.

I do agree a comma would help though.
