Is it possible to "take the impetus"?

No. Do you mean take the initiative?

That makes more sense doesn't it.

I'm trying to go through something that DH has written at the moment to make it read better - initially it was along the lines of "if noone is willing do this, then Joe Bloggs must be the impetus by demanding action".

That doesn't look right to me either though.

Would "create the impetus" work? (by the way, I of course meant "no one" )
