I'm fairly sure the poster meant laissez-faire, but I'm open to other interpretations.

It's Mrs Malaprop all over. Some of these examples seem barely credible. It's as if saying 'I can't think how to say the right word, so I'll just use another that sounds similar'. Eggcorn is a suitable name for it, as it's quite far removed from its supposed sound-alike word.
