How do you punctuate "that is" (as in c'est-a-dire)

i.e.

My sentence reads:

the strategy is concerned with the concept of XXXXX that is, XXXXX

if that makes any sense at all!

(I don't want to write the actual sentence as it's confidential work)

I would say the 'that is' is the connective, so I would put the comma before the connective.

you need two commas, one before and one after, thus:

the concept of XXXX, that is, XXXX
