This is jaw-clenchingly annoying.
People writing 'per say'. What can they possibly think it means?

I don't imagine they even give it a second thought. It's just one of those things they've heard and parrot in approx the right place.
Not as bad as alot...
Or the perennial Chester drawers!

They think it means per se.

They don't know se as a word and fact seen it written, but they do know say and it sounds the same, so they assume that's what it is.

I wonder if people think it means something along the lines of "like people say"?

Well I once had a message from someone saying they were travelling "veer the M6".

Quite possibly yes. Although it's been used correctly when I've seen it written - just spelt wrong.
