Is this correct??

I keep hearing BBC newsreaders using the phrase "Almost exactly" as in "It's almost exactly a year since..."
I thought something could be 'almost' or 'exactly' but not both. Would 'approximately' be better?

muppets. They should just say 'almost'. Unless it is 'exactly'. When they should say 'exactly'.
