Not 'acting as a manager' because that would imply she isn't & she is pretending to be

but 'being a manager' doesn't really work - what do I want to say?

Does this work as a sentance?

Within the time scales set in the appraisal we reviewed and discussed the work. Some, newsletters & menus were being completed, others, timetables and accounts were not.
