Should east and west have caps?

As far as I'm aware they shouldn't but am I wrong?

It appears that there is a specifically recognised area called East London, so that seems to deserve a capital E. Just like we used to talk about a country called West Germany.en.wikipedia.org/wiki/East_London

I suppose if you are talking more vaguely about the eastern part of the city, then you could say "east London".
