cold is an adjective if that's what you mean-it is describing the weather?

'Is' is the verb, 'cold' is the adjective.

A verb is an action word so if you said it is cold and snowing , snowing would be the verb.

'Snowing' wouldn't be the verb, surely? It would still be 'is'. 'Snowing' must be the present participle.
