Ok, I know I'm sounding dumb but suffer from a bad basic education. So please be nice. Hope this is the right place to post

Am I saying hear hear, I can hear you and I agree with you

or here here I'm over here and agree with you?

Is it visa versa and if so what does vis a vis mean?

It's "hear! hear!" I think it comes from "hear him! hear him!" (ie listen to what this person has to say) and does mean I agree with this person.

It's vice versa. It means with the main items in the previous statement the other way round eg "It's quick to fly from London to Paris or vice versa." You can say the "vice" to rhyme with "nice" or pronounce the "e" so it almost rhymes with "nicer".

Vis-à-vis (pronounced viz-a-vi) means in relation to or with regard to. It can also mean a face-to-face meeting (and a few other things - OED link) It's French and not related to vice versa which is Latin.
