Terribly disorganised?

Does this mean you're terrible at being disorganised or that you are very disorganised? I'd typed it with the second meaning, but then started overthinking it & now I'm unsure.

Well, I'd consider that you weren't very organised - happens to us all (I mean being terribly disorganised that is!)

It's one of those funny ones where the opposites mean almost the same - there's not much difference between "terribly disorganised" and "terribly organised".
