Can anyone explain the rule? I've never understood it.

Father once told me-you say,"To Whom are you speaking?" Then say to your-
self..."I am Speaking to HIM" ..so,"Him" = "Whom"....and "He" ="Who"...
As you would Never say, "I am speaking to "He".You have to Rephrase the
Sentence using "He" and "Him" (in the blanks) to get it Right.Clear as Mud,Right? Jill.

Should also be "whom did you see?" because "I saw HIM". You don't need to have the preposition (eg "to") to justify the "whom", even though it's now less common to hear people use it than not.
