Yes. What's the problem with it?

I hate it. People at work write it in proposals and reports "this year we are looking to expand the provision of .."

So you would say, what? 'We are hoping to expand...'? 'Looking to' sounds like a dreaded Americanism but maybe the alternative sounds a bit hesitant.

You could say 'looking at expanding' but then you've added a gerund...

Looking at expanding isn't right either, though. Looking at a screen, or looking at alternatives, yes, but looking at expanding? Me no likee.
