Which of these is correct?

'....the general manager reviewed the referral....'

or

'....the General Manager reviewed the referral.....'

?

Assuming "General Manager" is the person's job title, I'd go with the capitals.

I'd still stick with capitals - it is referring to one specific person with that job title, even if they are not named.

Job titles don't need caps. They are not a proper title like Mr, Dr, Sir etc.
