Which of these is correct?

'....the general manager reviewed the referral....'

or

'....the General Manager reviewed the referral.....'

?

first one.

Assuming "General Manager" is the person's job title, I'd go with the capitals.

I agree with Scotland. If you are giving someone their title, capitals.

The 'general manager' is one of man with that title and was at no point identified by name

I'd still stick with capitals - it is referring to one specific person with that job title, even if they are not named.

Job titles don't need caps. They are not a proper title like Mr, Dr, Sir etc.
