What is the difference between review and explain?

A friend of mine is doing an assignment for her PtLLs award and is able to either gain it at level 3 or level 4, depending on how she answers the questions. The first part is:
Explain your role and responsibilities (level3) or
Review your role and responsibilities (level 4)

How do I explain the difference between the two?

I'd say that review implies some sort of analysis, whereas explain is just a factual summary. To review you need to be reflective - does the role meet the actual needs of the service user/customer base/whatever (sorry - don't know what PtLL means)? How could the role be improved? So some sort of evaluation. Does that make sense?
