"A Instrument"

I'm reading a scientific paper (science is not my thing!) and I'm a little confused about the way the paper consistently refers to 'a instrument', rather than 'an instrument', as I would expect. It happens many times, so whereas initially I assumed it must be a typo, it is clearly entirely intentional. Is this a scientific thing? Any thoughts?

Is the writer a non-native speaker? I can't think of any instances when it would be correct.

No, the writer is English, although working in Germany. Interesting.
