I was asked to comment on a junior colleague's draft today. She had written "management have asked that all work in progress is billed by the end of the month". I corrected "is" to "be" and she looked at me like I was mad. She has a law degree. What is the world coming to, etc, etc?

I'm with you weejimmy - but I think we are a dying breed. Once upon a time those who had studied the law had an understanding of Latin and therefore an understanding of English grammar, but no longer... parsing sentences possibly went out with the ark as did a grounding in grammar...

Maybe you could phrase it with 'should be' instead.

Yes, I would have said 'has', but only if she had started with 'The management'.
