You can't give a 'yes' or 'no' answer to a statement. The entire thing's nonsensical. I think the most logical response is 'yes' as it indicates agreement with the statement. However, as others have suggested, a note to clarify might be sensible.
You might also consider a helpful note about their poor question construction. Possibly in red ink.
