Has anyone ever hired a function room above a pub

And provided their own booze as a welcome drink for guests? If so, did they charge you corkage? Or did they not let you provide your own in the first place?

every time we have hired above a pub, the deal is that the drinks come from the bar.

I guess you could try to negotiate to buy some booze wholesale from the pub?

Hmm, the guy said they could provide champers £22 a sodding bottle. I would rather provide my own. There is a bar there too, so welcome drinks would be provided by me and then guests buy their own after that.

That sounds reasonable doesn;t it?

sounds reasonable - whether the landlord is, is another matter! He might feel peeved to be missing out on the £22 a pop (scuse the pun) Or he might just balance it against the money he'll take at the bar and be ok with it. you can only ask
