How do I attach a cake topper to a cake?

I have got a cake topper and will make a victoria sandwich to put it on. How to I stick it on? Thx

We have had one of these before, made of rice paper with a design printed on. I'm raching my brains to remeber how we attached it, i'm sure it involved heating it gently and sticking it with icing.
