Party ideas for twins third birthday

i am starting to think about a party for my twins(a boy and a girl) and am looking for some inspiration - help!! Thinking about a circus theme (quite unisex) and having circus dress-ups, face painting, party type food. Any suggestions for games, cakes, other activities along circus lines? The weather is starting to get chilly here (NZ), so it will have to be indoor based, although there might be opportunities for some outdoor activities, depending on the day. Will be inviting 6 other pre-schoolers - no school aged children!

Not really circus but maybe some fair type games, like throwing bean bags to knock over bottles or coconuts.

Ducks in a paddling poole and using hooks or magnets to lift them if they get a duck with the word prize written on the bottom they get a little prize to take home.

Using a water pistol to knock over a target?

Hope they help it's really hard to think of circus type games.

Maybe a clown cake or a big top cake? Or one each for each child. I think and Elephant with a ball on it's trunk would look great but not sure how PC that is!
