Inviting siblings

Dd is having a party soon in a softplay centre. I have put in the invitation that babies one year and under are welcome. One of dd's best friends has a two year old brother. I don't want to pay for him to be included in the party, as it is expensive as it is. Would it be tacky for me to mention to the mother that she was welcome to bring him, but that he would have to pay ?5.00?
I could say nothing, but as I have already said on the invitation that only babies are welcome, she might feel awkward asking me if she can bring her son. What do people think?

I dont think it would be tacky, i have recently had party for dd n only invited her friends not siblings.... no1 questioned me but i did make it public knowledge that any1 uninvited would be charged to join in or sent away...
