Tie them to teacups? Think a 2p wouldn't be heavy enough.

its a bit of a hassle, but you could put dry rice in freezer bags and tie the balloons to those. Won't look very pretty though!

We got a load of balloon weights from eBay very very cheap

A pebble wrapped up in wrapping paper or foil.

I used a bottle of bubbles then have the balloons and bubbles to the kids at the end of the party
