Disruptive meal times

What do I do with my almost 3 yo DS who has decided he will not sit at the table at tea time? He has never been good at eating meals, but now roams round the dining room disrupting every evening meal? I feel like clamping him back in to his high chair but doubt it would help. He pushes his plate around, climbs on the table.. I do stick him out in the hall on the naughty step, but it doesn't really get us anywhere. Sticker charts? Bribes? He's driving me nuts. He's so disruptive. It's as if he's been reignited with the terrible twos just before he leaves them behind for the next onslaught of whatever being three will bring. Suggestions anyone? Do other DSs and DDs do this? My 7yro DD was never this obnoxious.

Our 3yo has a booster seat that has a safety strap on it, so he is strapped into his seat. I'm just working on moving him out of it now. He'd prefer to sit on a regular chair, so I'm giving him a chance. If he gets up once, reminder. Twice, it's back in the strapped seat.
