I want to get a family present for my friend who has 4 kids spanning from 2 to 9 years old - do you think a table top puppet theatre would work?

Yes - especially if you get them a couple of packets of wooden spoons, some googly eyes and some off-cuts of fabric, to make their own puppets too.

a good idea or an ok idea?

a good idea, if they like imaginative play generally.

hopefully the 9 yr old will want the 2 yr old to watch and will want to make him/her laugh.

have you seen this kind for playing shops as well?

A good idea.

It really depends on the kids. My 9 yo just wouldn't know what to do with one. My 5 yo would love one and make up loads of stories.
But it would have nothing to do with their age and everything to do with the type of person they are. 9 yo has just never figured out imaginative play.
